Just to point out that a modding instruction post has been written by a CA developer regarding how to implement new mod into Empire loading process.
If I understood correctly, you can only pack the relevant file you change in your mod in a , let's say, Grognard_Mod.pack leaving patch.pack file inside \data directory .Your file should have an ID of 3 in the 5th bit of the file, which means mod package
To let you know to the loading engine to consider your file you must create a prefernce.txt file just listing you mod name and file.pack to be loaded. Every file will substitute a file with the same name on package issued by CA as original or patches.
